Experience

Andy is an associate in Kiernan Trebach’s Virginia Beach office, where he focuses on civil defense litigation. He has experience representing school systems, municipalities, law enforcement agencies, and their respective employees in both federal and state courts, including in cases involving civil rights and related state law claims. Andy has appeared in U.S. District Courts and applies his knowledge of federal law and statutory interpretation to craft effective, well-reasoned defenses.

Previously, Andy served as Chief Counsel to Senator John Kennedy of Louisiana on the U.S. Senate Judiciary Committee, advising on a broad range of legal and legislative issues. He also served as Senior Counsel on the Senate Environment and Public Works Committee, where he was responsible for all aspects of the committee’s work relating to wildlife, sportsmen, and the U.S. Army Corps of Engineers. In that role, he led hearings, drafted legislation, and guided it through the legislative development process.

Earlier in his career, Andy practiced at two prominent law firms in Washington, D.C., where he worked on maritime law, products liability, and complex litigation. His diverse experience across government and private practice gives him a strong foundation for helping clients navigate legal and regulatory challenges.

Andy earned his J.D. from the University of Virginia School of Law, where he served as a Senior Editor of the Virginia Tax Review, and his B.A. from Washington and Lee University. He is licensed to practice in Virginia, New York, Washington, D.C., and Ohio (inactive).
