Experience

Carl is a seasoned attorney with decades of legal service across government, the telecommunications private sector and the arts and entertainment. A Howard University School of Law graduate, Carl also completed an Executive Education Program at Harvard University’s John F. Kennedy School of Government (“Senior Executives in State and Local Government” Program).

Carl has held a succession of senior legal posts, including General Counsel of the DC Commission on the Arts and Humanities; Acting General Counsel (and Deputy General Counsel) of the DC Department of Insurance, Securities and Banking; Deputy General Counsel of the former DC Department of Consumer and Regulatory Affairs; and General Counsel of the former DC Office of Cable Television. In that last role, Carl led the landmark negotiations that resulted in: (1) Verizon’s first-ever Cable Television Franchise Agreement with the District of Columbia; and (2) the full deployment of the District’s Institutional Communications Network (INET), using new optical fiber from Comcast.

In the private sector, Carl served as Senior Legal Counsel at Hyperdrive Entertainment & Production; Senior Regulatory Counsel at MCI WorldCom; Associate Attorney at the law firm of McFadden, Evans & Sill; and Associate Attorney at the law firm of Semmes, Bowen & Semmes. Carl currently works as an Associate Attorney at Kiernan Trebach LLP.

In 2023, Maryland Governor Wes Moore appointed Carl to serve a six-year term as a Commissioner on the Maryland State Athletic Commission, where he helps regulate professional boxing, MMA, wrestling and other professional combat events statewide.

In addition to other community service, Carl has mentored at-risk youth through a DC Superior Court program and through “Project Northstar”.

Notable Matters

As General Counsel of the former DC Office of Cable Television, Carl led the District's landmark negotiations that resulted in: (1) Verizon’s first-ever Cable Television Franchise Agreement with the District of Columbia; and (2) the full deployment of the District’s Institutional Communications Network, using new optical fiber from Comcast.

As the DC Commission on the Arts and Humanities' first-ever General Counsel, Carl created/drafted virtually all of that Commission's foundational template contracts and memoranda of understanding.

As an Assistant Attorney General with the DC Department of Transportation, Carl helped that agency's engineers facilitate the build of the District's current streetcar transportation system.

As Senior Regulatory Counsel with the former telecommunications company MCI WorldCom (MCI), Carl helped MCI successfully enter the then newly-opened domestic telecommunications market, pursuant to the mandates of The Telecommunications Act of 1996 (which was the first major overhaul of U.S. communications law in more than 60 years). Much of Carl's work at MCI involved litigation before the Federal Communications Commission (FCC).
