Experience

Josh is an Associate based in the firm’s Washington D.C. office. He has several years of experience handling and assisting with civil matters before federal courts and administrative tribunals. These matters include but are not limited to investigations and litigation involving products and entities regulated by the U.S. Food and Drug Administration, the U.S. Environmental Protection Agency, and other federal and state agencies.

Josh defends clients in general litigation matters, matters involving food safety and food borne illness, matters involving allegations of medical malpractice and other forms of professional malfeasance, and product liability litigation.

Josh graduated with a Bachelor’s Degree in Biology from Virginia Tech. During his time at Virginia Tech, Josh participated in undergraduate research at the Virginia Bioinformatics Institute and through an internship at the University of Alabama Birmingham. His research focused on identifying the presence of select genes that control feeding behavior. His research was part of a larger study by principal investigators who were working to better understand the role genetic predisposition plays in the onset of obesity in humans. Josh also took courses in cell and molecular biology, microbiology, and infectious disease ecology.

Josh received his Juris Doctorate from the University of Virginia School of Law. While at UVA, Josh took courses in health law and food and drug law, and he produced and performed in The Libel Show, a nearly 120-year-old tradition at UVA where law students satirize the contemporaneous legal and political landscape with sketch comedy, parodical music, and music videos. Upon graduation, Josh knew he wanted to combine science and law in his practice. He also knew he wanted to advocate for clients in litigation and help them navigate and resolve disputes involving complex subject matter.

Josh is originally from South Riding, Virginia, and he currently resides in northern Virginia with his two beagles, Raynor and Aspen.

Notable Matters

  • Litigated a civil enforcement matter with the Department of Justice to enjoin an international company from manufacturing and distributing adulterated and misbranded medical-grade water and saline-filled products in interstate commerce.
  • Advanced a novel theory of the Personal Privacy Information exemption (i.e., Exemption 6) under the Freedom of Information Act to defend a government agency’s decision to withhold highly sensitive records related to COVID-19 vaccinations.
  • Represented a refugee before the Executive Office of Immigration Review and helped him win asylum by establishing that he had a well-founded fear of future persecution by his native country’s government on account of his express political beliefs and political beliefs that were attributed to him
